48 HKUST ANNUAL REPORT 2024-25 Signed MOUs with 40+ Leading Universities/ Hospitals Council Chairman Prof. Harry SHUM and President Prof. Nancy IP met with senior officials from key national bodies in Beijing, including the National Development and Reform Commission, Ministry of Education, Ministry of Science and Technology, and National Health Commission. They also had a meeting with Director Mr. XIA Baolong and other leaders at the Hong Kong and Macao Affairs Office of the State Council (HKMAO). The visit yielded significant outcomes, including the establishment of a comprehensive strategic partnership wi th the Guangzhou Gove rnment to advance collaboration in industry-academia-research integration, life sciences, medical innovation, and talent development. The delegation further secured cooperation in Jiangsu Province, where agreements were signed with the Wuxi Economic Development Zone to promote innovation and start-up incubation following productive meetings in Nanjing and Wuxi. Medical Network Expansion Deepens Engagement Aligning with the HKUST Strategic Plan 2031, the University signed Memoranda of Understanding (MOUs) with over 40 ^ leading international, Chinese Mainland, and local universities and hospitals to extend its medical network and accelerate health-related innovation. Key talent development initiatives were launched, including the “HKUST Mainland Innovative Medical Talent Cultivation Program”. This program provides scientific training for clinicians at the University to broaden their expertise and foster collaboration in the medical field. A pilot program focused on brain health was conducted in partnership with Beijing Tiantan Hospital at the Capital Medical University under the support of Shanghai Medical and Innovation Development Foundation. ^ As of December 2025
